The Joint Chiefs of Staff said that on the morning of the 4th at around 7:50 a.m., North Korea fired several projectiles suspected to be ballistic missiles into the East Sea. It was the first North Korean ballistic missile launch this year and came about two months after the short-range ballistic missile launch on November 7 last year. The Joint Chiefs said, "Our military has strengthened surveillance and vigilance in preparation for additional North Korean missile launches, and is maintaining full preparedness while closely sharing related information with the U.S. and Japan regarding North Korean ballistic missiles."

This ballistic missile launch occurred immediately after U.S. President Donald Trump announced that he had carried out a sudden military operation to oust anti-American Venezuelan President Nicolás Maduro. The U.S. deployed large numbers of troops to the presidential safehouse in Caracas, Venezuela, arrested President Maduro and his wife, transported them by helicopter to the assault ship Iwo Jima that was on standby, and then transferred them to the U.S. President Trump held a press conference at his Mar-a-Lago residence in Palm Beach, Florida, and said, "I will govern this country until a transfer of power takes place."

North Korean authorities are also thought to have been mindful that President Lee Jae-myung is embarking on a three-night, four-day state visit to China at the invitation of Chinese President Xi Jinping. The South Korea–China summit to be held on the 5th is expected to address the issue of North Korean denuclearization. It is interpreted as an attempt to assert its presence by launching a ballistic missile ahead of the summit.
