Lummis: “Urgent need for clarity in digital-asset regulation… urges passage of market-structure bill”

U.S. Sen. Cynthia Lummis has again stressed the need to secure regulatory clarity for the digital-asset market.
On March 18 (local time), Lummis wrote on her X account that “we need clear rules, clear regulation, and clear jurisdiction,” adding that “this is the core of the ‘CLARITY Act.’” She went on to emphasize that “it is time to pass the digital-asset market-structure bill.”
In the U.S. Congress, discussions are under way on a market-structure framework to establish a regulatory regime for digital assets, but legislation has been delayed due to differences over issues such as interest payments on stablecoins and the scope of regulation for DeFi.
In the Senate in particular, the bill has fallen into a stalemate as conflicts of interest persist between the banking sector and the digital-asset industry. Some have also raised concerns that the window for legislation is limited ahead of the 2026 midterm elections.
Meanwhile, the U.S. Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) have recently been working to refine their interpretations of digital-asset regulation and their cooperation framework as they move to lay the institutional groundwork. Industry participants, however, continue to point out that regulatory uncertainty remains high in the absence of clear legal standards.
