A view has emerged that volatility could persist as legislation on the CLARITY Act—an bill related to the U.S. crypto market structure—has been delayed.

According to crypto-focused media outlet BeInCrypto on the 31st, Anthony Scaramucci, founder of SkyBridge Capital, said in an interview, "In the current political environment, securing 60 votes in the Senate is almost impossible," adding that "passing the CLARITY Act is not an easy situation."

Scaramucci cited a complex political backdrop behind the legislative delays. He explained, "With multiple policy issues moving forward at the same time, it’s difficult to focus on discussions over crypto-related legislation," and "in particular, recent military and diplomatic issues are affecting legislative priorities."

He added, "If this bill is not dealt with before the 2026 midterm elections, regulatory discussions could also drag on for an extended period."

The analysis is that prolonged regulatory uncertainty is also showing up in the market. Scaramucci said, "Layer-1 tokens such as Solana, Avalanche and TON are in a situation where it is difficult to find direction until regulatory clarity is secured."

However, he maintained an optimistic long-term outlook. He said, "Bitcoin could rise over the long term, but for the time being it is likely to continue moving up and down repeatedly," adding that "market direction could change significantly depending on whether the bill passes,"
