Iran’s parliament has stated that it "will not reopen the Strait of Hormuz."
According to Solid Intel and others on the 31st (local time), Iran’s parliament said that day, "The Strait of Hormuz will not be reopened." Iran’s parliament added, "We have never conducted any negotiations, and we will not do so in the future either."
Iran is also reported to have attacked the servers of Amazon, a global e-commerce company, located in Bahrain that day. In a statement, Iran’s Islamic Revolutionary Guard Corps (IRGC) said, "Behind the terrorist attacks that have killed Iranian citizens are U.S. ICT (information and communications technology) and AI (artificial intelligence) companies that design and track targets," adding that it "will retaliate against these companies whenever a targeted assassination of an Iranian leader occurs."
Meanwhile, U.S. President Donald Trump said of the Strait of Hormuz, "We have nothing to do with that." At an executive order signing event held at the White House that day, Trump said, "They (Iran) don’t need to make a deal with me," adding, "If, in our view, they (Iran) are pushed back into the Stone Age for a long period and are unable to obtain nuclear weapons, we will leave."
