The timeline for advancing the CLARITY Act, a US bill to regulate digital-asset market structure, may slip. While disagreements over stablecoin rules have eased somewhat, political obstacles and debate over key provisions are still slowing the bill.
CryptoSlate reported on May 5 that a major Senate dispute over interest payments on stablecoins has been partly resolved through a compromise. The proposal would prohibit interest on idle balances while allowing rewards linked to use of a platform.
The debate has since widened to include a clash over housing legislation and vote-counting within the Republican Party. Because every Republican on the Senate Banking Committee is needed, some lawmakers are withholding support due to delays in handling the housing bill.
A provision protecting software developers remains another major variable. If the bill includes language exempting non-custodial developers from regulation, concerns over gaps in anti-money laundering oversight could intensify, leaving law enforcement agencies and the industry divided.
With the list of disputes expanding, the bill's schedule is also coming under pressure. If action is pushed beyond mid-May, the chances of passage before summer could diminish.
CryptoSlate said that as delays accumulate, the time available for a Senate vote, House coordination and the final legislative process will shrink quickly.
