The White House said it is sticking to its goal of enacting the CLARITY Act, a US digital-asset market structure bill, before July 4.

Patrick Witt, executive director of the White House Digital Assets Advisory Council secretariat, made the comment in an interview with Crypto in America reporter Eleanor Terrett on June 13.

Asked whether the July 4 target for passage was still viable, Witt said the effort was "still on track."

He said negotiators were making significant progress in the three main areas where Democratic senators had demanded changes: Agriculture Committee provisions, ethics rules and the Blockchain Regulatory Certainty Act. The two sides are exchanging documents every morning and afternoon and negotiating closely, he added. Witt also said a substantial amount of work was taking place behind the scenes and that he remained confident the deadline could still be met.

Terrett disputed the White House's assessment, arguing that the amount of work left made the deadline unrealistic.

In a June 13 post on X, she said the CLARITY Act would need an ethics compromise acceptable to both Republicans and Democrats to become law by July 4. All unresolved issues related to the Agriculture Committee language would also have to be settled.

She added that the two bills would then need to be merged and secure at least 60 votes in the Senate. That would require clearing both the Senate and the House in just two weeks. Terrett said that timeline was "logically and physically impossible."
