Russia is set to establish the institutional framework needed to legalize operations in the virtual-asset industry by the end of this year.

Bitcoin Magazine reported on Sept. 21 that Vladimir Chistyukhin, deputy governor of the Central Bank of Russia, said work on cryptocurrency regulations is proceeding on schedule. He added that related subordinate legislation and detailed rules could be completed by the end of 2026.

The Russian central bank has allowed retail investors to trade virtual assets and purchase assets worth up to 300,000 rubles through a single intermediary. No separate cap applies to qualified investors. Sberbank, Russia's largest bank, plans to launch virtual-asset wallets and custody services in December.

The use of digital assets as a means of payment or legal tender remains banned in Russia. Digital assets are permitted only as an exception for international payments.
