Summary
- Chinese local governments have issued guidelines for civil servants to use the AI model DeepSeek in decision-making.
- DeepSeek was created with just a fraction of OpenAI's ChatGPT development cost, emphasizing its economic efficiency.
- Some countries including the United States and United Kingdom are blocking access to DeepSeek due to concerns about personal information leakage.

While the international community is moving to block China's artificial intelligence (AI) model DeepSeek due to concerns about personal information leakage, the use of DeepSeek continues to grow in China.
According to the South China Morning Post (SCMP) on the 20th (local time), Chinese local governments have issued guidelines for civil servants to make decisions using DeepSeek's AI model.
An Wei, the Communist Party Secretary of Zhengzhou, the capital of Henan Province, instructed senior officials to "deeply study and master AI models like DeepSeek and maximize the use of AI in decision-making."
According to Chinese internet media 'The Paper c.n', the local government of Laibin, Guangxi region, also issued instructions stating that "cadres should actively embrace and learn new technologies" and "apply AI to support decision-making, analysis, and problem-solving."
SCMP reported that this is the first time officials have been instructed to use a specific model in their decision-making. Chinese universities are also implementing DeepSeek models in their education systems after the start of the semester.
Meanwhile, China created the AI model DeepSeek at a cost of only about 5% of ChatGPT's development cost by OpenAI. Due to concerns about ideological censorship and excessive data collection, countries including the United States, United Kingdom, South Korea, and Japan are moving to block access to DeepSeek.
