On the 23rd (local time), the Russian state news agency TASS reported that the third high-level peace talks between Russia and Ukraine, held in Istanbul, Türkiye, concluded after approximately 40 minutes.

This meeting was the third face-to-face negotiation following the first and second rounds held in May and June, with major agenda items including additional exchanges of prisoners and fallen soldiers’ remains, as well as outlines of the memorandum exchanged during the second round.

Dmitry Peskov, the Kremlin spokesperson, stated, "Russia delivered a document to Ukraine proposing military neutrality and partial territorial concessions." Ukraine reportedly continues to insist that an 'unconditional ceasefire' is the top priority in the negotiations.
