U.S. President Donald Trump strongly pressured Ukrainian President Volodymyr Zelensky to accept Russian demands, including ceding territory.

On the 19th (local time), the Financial Times (FT) reported that President Trump held a private meeting with President Zelensky at the White House on the 17th. At that meeting, President Trump said, "Russian President Vladimir Putin calls this not a war but a 'special military operation,'" and, while throwing down a map of the Ukrainian front during the talks, insisted to President Zelensky, "You must hand over the entire Donbas region to President Putin." However, after persuading the Ukrainian side, President Trump is reported to have reversed his position at the end of the meeting to freezing the current front line. Originally, President Zelensky had gone to the White House to request support of long-range Tomahawk cruise missiles, but President Trump refused.

President Trump received a new proposal during a phone call with President Putin on the 16th. The Washington Post (WP) reported that "Putin proposed returning some of the occupied areas of the two oblasts, Zaporizhzhia and Kherson, to Ukraine in exchange for handing over the entire Donbas to Russia."
