The Kobeissi Letter reported on May 27 that Iran's state-run Press TV had published the contents of a draft memorandum of understanding for a peace accord with the US.
The draft calls for a US withdrawal from areas near Iran and for the US Navy to lift its blockade of the Strait of Hormuz.
Iran also pledged to restore commercial shipping through the Strait of Hormuz to prewar levels within one month of a final agreement. Iranian officials said warships are not covered by the draft.
Iran would oversee vessel traffic management and shipping lane control in the Strait of Hormuz in cooperation with Oman, according to the report.
Iranian state media also said the accord would be approved as a binding United Nations Security Council resolution if a final agreement is reached within 60 days.
Signs of progress in the talks pushed international oil prices lower. West Texas Intermediate fell below $89 a barrel.
