Hawaii to Ban Crypto ATMs, Kiosks From Oct. 1

Hawaii will ban the operation of cryptocurrency ATMs and kiosks starting Oct. 1.

Cointelegraph reported on Aug. 12 that Hawaii Governor Josh Green signed House Bill 1642 in July. The measure prohibits the ownership, operation and management of digital financial asset transaction kiosks that accept US dollars and dispense cryptocurrencies. It takes effect Oct. 1.

The bill was driven largely by fraud losses. In an April report, the FBI's Internet Crime Complaint Center said Americans lost more than $11 billion to crypto-related scams in 2025. In Hawaii alone, residents filed 826 complaints that year, with losses totaling about $80 million, including losses tied to ATMs and kiosks.

There are currently 57 crypto ATMs and kiosks operating across Hawaii's four main islands, according to Coin ATM Radar.

Hawaii's move is part of a broader legislative trend in the US. Minnesota, Tennessee and Indiana have already imposed full bans on digital asset kiosks starting in August, July and March, respectively. Delaware and New Jersey are pursuing similar bills. South Dakota and Wyoming have adopted strict regulatory standards for crypto ATM operators instead of outright bans.
