Ethereum Foundation Designates 2 Must-Have EIPs for Hegotá Upgrade

The Ethereum Foundation has formally designated two core proposals as mandatory for Hegotá, the network’s next upgrade.

Cointelegraph reported on September 7 that the Ethereum Foundation reviewed 62 Ethereum Improvement Proposals, or EIPs, and selected EIP-7805, known as FOCIL, and EIP-8141, known as frame transactions, as Hegotá’s required inclusions. About 60 researchers and engineers from the foundation’s protocol cluster took part in the review. It also marked the first time the foundation published a unified EIP priority list rather than separate views from individual teams.

FOCIL is intended to provide a path for transactions to be included in blocks without relying on centralized block builders. The proposal is focused on strengthening Ethereum’s resistance to transaction censorship. Frame transactions would introduce native account abstraction and open a migration path to authentication methods designed to counter attacks from quantum computers. If adopted alongside two companion proposals, they could also lay protocol-level groundwork for privacy applications.

The Ethereum Foundation said the “must-have” designation means it would adjust the Hegotá timeline rather than remove either proposal if including one of them becomes difficult.

Hegotá’s full scope has not yet been finalized. Beyond the two mandatory proposals, the foundation assigned 15 EIPs an A rating and plans to include them unless development or testing constraints prevent it. Another eight remain under consideration. Seven were deferred, while 28 were excluded. The foundation said client teams could begin work on Hegotá as early as late 2026 after reviewing mainnet data from the earlier Glamsterdam upgrade.
