Zcash Steps Up US Lobbying on CLARITY Act, Digital-Asset Tax Policy

The Zcash ecosystem, built around privacy-focused cryptocurrency ZEC, has begun formal lobbying efforts to expand its influence over digital-asset policymaking in the US Congress.

Cointelegraph reported on Oct. 4 that Pretty Good Policy for Zcash, or PGPZ, filed lobbying registration documents that took effect on Oct. 1. The group's executive director, Divij Pandya, was listed as its sole lobbyist.

The policy matters PGPZ identified as current or future lobbying targets include the CLARITY Act, a US digital-asset market structure bill, and two proposals related to digital-asset taxation.

PGPZ launched in June. It evolved from Pretty Good Policy for Crypto, a project started in 2022 by Zcash developer Electric Coin Co. The initiative hosted policy roundtables in Washington and held a congressional briefing on cryptographic technology in 2023.

Paul Brigner, PGPZ's founder and chief policy and regulatory officer at ZODL, said the goal is to enable Zcash to carry out serious, organized and credible policy engagement in Washington.

Policymakers are making decisions that will determine whether privacy-preserving digital cash can exist, be used legally and contribute to the public interest, Brigner added. PGPZ was created to ensure Zcash is properly understood, represented and protected in those discussions.

Zcash Community Grants approved a $750,000 grant in August to support PGPZ's first year of operations.
