Min Byung-deok: "STO Bill to Be Processed in August"

Bipartisan Consensus and Momentum from Government Agenda

With the bill review by the National Assembly Political Affairs Committee scheduled to resume next month, the bill related to Security Token Offering (STO) is expected to be given priority consideration. This is because the related bill is already included in the common pledges of both parties and is also linked to the government's national agenda.

On the 21st, the Political Affairs Committee held the first legislative subcommittee meeting and reviewed up to item 11 out of 36 pending bills. The review of the remaining bills was postponed due to time constraints. The amendments related to capital market laws and electronic securities laws for security tokens are placed as items 29 to 35. Since bill reviews are processed based on the 'first-in, first-out' principle, there is a high probability that the STO bill will be discussed when the review resumes in August.

Indeed, Rep. Min Byung-deok of the Democratic Party of Korea officially stated his position on the day: "We will process the Security Token Offering (STO) bill within August." According to political circles, bipartisan members of the Political Affairs Committee have reached consensus regarding the resumption of bill review in August, with many lawmakers reportedly expressing a strong intent to proceed.

An industry official said, "The bill review is expected to resume in August, and there is strong determination to review the agenda at that time," adding, "Kang Joon-hyun, who chairs the First Legislative Subcommittee, also serves as Democratic Party secretary of the Political Affairs Committee and is a sponsor of the security token bill, which is a positive factor that increases legislative prospects."

The movement toward bipartisan cooperation on livelihood bills is further raising expectations for legislation. The Democratic Party of Korea has delivered a list of 11 bipartisan livelihood bills, including those related to security tokens, to the People Power Party, urging prompt action. In addition, the new government agenda to be announced in August is reportedly likely to include the institutionalization of security tokens, further adding governmental momentum for legislation.
